It is being run by psychological warfare experts at the U.S. Special Operations Command, and it will operate around the world, including in allied countries and countries that the US is not involved in armed conflict.

One of the companies involved is the Lincoln Group. This is the company being "investigated" (or maybe rewarded) by the Pentagon for paying Iraqi newspapers to run pro-U.S. stories.
