Questions and etc.

If the Internet Governs itself and someone gets charged with some kind of online crime, what "rights" protects them .. the American Constitution?

Are all internet users, protected by the American Constitution when online?

Are all peoples treated as Americans on American Web Sites / Boards?
(The Internet) What about sites that are not American?

Who is protected / not protected on American Web Sites, just Americans?

Who Governs the Internet?

Example - If 3 Americans said / wrote something on an American web site / board and it was ok, but 1 Canadian said the very say thing at the very same time and got charged with a crime, (Maybe - hate law?) I think in this case, in this example, it would have to be the Canadian authorities charging them? (the canadian) Would that be a correct assumption?

What if the Admin was American and the Site was in American?
It could be an American Web Site and a Canadian Administrator. What difference would that mean in this case .. if any?

I'm trying to find out what the differences are.

I have a lot of work to do. Please feel free to add your help and comments as they are welcome and most appreciated.

No governmental body, either local, national or international governs or rules the content of the Internet. It is totally self-governing. Many folks do not like this idea as this self-governing idea is pretty loose. There is a great deal of information available on the internet that offends a large number of people. (It is probably a safe bet to say that there is information available on the internet that would offend everybody and anybody.) However, the Internet spans state boarders and national boarders and as such, any governing body would have to, likewise span all national boundaries ....

How I feel: If I don't like something I see or read on the internet, I'll the the page / leave the site. If you don't like something I say on the Internet, I hope you tell me so and I uphold your right to do so. I don't care if you swear at me or call me names. I would laugh anyway. I might tell you I'm sorry you feel that way and I might call you names in return. The Internet a great place to have it out. I don't need someone to censor you to protect me. If I told you I was green and I was the only one of my kind and you called me a frog, would it upset me? No, but I would have a good laugh. Say what you wish. If you called me a stupid Canadian, would that bother me? No it would not. I might just call you a stupid whatever. Maybe if we fought all our battles online, we wouldn't have to fight them with Guns and Bombs in the real World. I asked the questions above because I feel these questions need to be answered. If no one Governs the internet, then how do we know who's courts they'll use? What rights do we have? Would it be those of their home Country? Does it depend on the web site, charge, site administration and etc? Let us try and keep this centered around censorship / free speech online and not something like - The writing and sending out a virus, hacking and etc.
