Sure we could do this. Sell off the National Parks to mining and lumber companies. Close the public schools. Then we won't need the school lunch program anymore. Those kids who depend on it for their one halfway decent meal a day can eat dirt. We won't need the Children's Health Insurance Program anymore, once the poor kids all starve to death because their food stamps were taken away. Their parents lost their Medicaid, so they died, and grandma and grandpa aren't around to take care of them because Medicare was eliminated.
Looks like your version of the Constitution will have the side benefit of reducing the unwanted portion of the population.
Any poor children who do survive can go to work in the new mines in former Yellowstone National Park, or cut down trees in the former Great Smokey Mountain National Park.
