That is totally criminal, APL. Sadly though, the cold-cheese sandwich is better than the pile of nothing that kids get here. Or actually, what they will do is give the child a lunch for 3 days with no money, each day "charging" it by letting the "pta lunch fund" pay, but sending a bill to the parent. After 3 days they say they don't even let the kid eat, though I've never seen that happen because either the parent comes up with the TWO DOLLARS A DAY plus the upcoming day's money, or another teacher pays for the kids lunch. I know I've done it.
And you do have to prove you live here with 2 utility bills.
