This isn't really a question, it's a
call for The Superpower to intensify
its underhanded war against Russia.

That's in general.

There are specifics of course.

Included in the planned explosion is
preemptive assasination of Russian
leaders.
`
Here it is in plain-enough language:

rising in Russia, those dissatisfied
with life there must overcome the
centralized power of Mr. Putin's
authority."
