"At its third session, held on 15-21 March 1950 in Stockholm, WPC [World Peace Council] appealed to the peoples of the world to hold an international plebescite on banning nuclear weapons by signing the following text:
We demand the unconditional prohibition of nuclear arms as instruments of aggression and the mass-annihilation of people.
We demand strict international control over the implementation of this resolution.
We will consider as a war criminal each government which will be the first to use nuclear weapons against against any other country.
We call upon all people of good will to endorse this appeal."
