Supreme Leader Urges Government Officials to Avoid Pessimistic Evaluation
That was July 12th.
"The Supreme Leader of the Islamic Revolution referred to Iran's advances in different areas, especially in economic matters, and reiterated that it is necessary to avoid painting a bleak picture when explaining the conditions of the country." 
‘Unemployment is cause of rise in crime rate’
That was July 25th, thirteen days later.
"MP Hossein Naqavi of the Majlis National Security and Foreign Policy Committee said on Monday that the closure of factories, youth unemployment, and high inflation have led to a rise in crime rate in the country."
A bleak picture indeed!
What was Naqavi's aim? He expresses it prettily:
"He also said that the police cannot maintain security by itself and it is necessary that the government take appropriate political, cultural, and economic measures to resolve social problems which increase criminal tendencies." 
His appropriate measures = overthrow of the 1979 revolution.
MP Comments on Leader's Remarks in Bandar Abbas
Bandar Abbas? ICANA explains:
"The Supreme Leader held a meeting with thousands of Iranian Navy commanders and personnel based in Bandar Abbas and their families on Saturday night [July 23d], in which he said that avoiding discord is a national and religious duty."
Naqavi suddenly realizes he better watch his step! So he appropriates Khamenei's words to serve his own ends.
"Speaking to ICANA Monday [the same July 25th], Seyed Hossein Naqavi Hosseini pointed to the recent remarks of the Supreme Leader Ayatollah Ali Khamenei calling for unity among all members of the nation, particularly the officials, political groups and currents, and various tribes and religions, and said:
"Sowing discord among various groups, individuals, tribes, religions and influential personalities of the system is one of the enemy projects to weaken the Islamic Revolution before the world public opinion."
Sowing discord? Exposing Naqavi's appropriate measures = exposing his desired overthrow of the 1979 revolution.
It's interesting to hear from Naqavi on August 23, 2009:
MP HOSSEIN NAQAVI OF THE NATIONAL SECURITY AND FOREIGN POLICY COMMITTEE SAYS UNLIKELY...MOSLEHI WILL BE APPROVED BY LAWMAKERS
"Despite his good management record, Mr. Moslehi is not familiar enough with the Intelligence Ministry and it is unlikely that the Majlis will approve him, he added. " 
Major powers behind crime rise: Iranian police chief
"The national police chief says the presence of foreign forces in the region and their plan in promoting drug abuse, sex, and violence is a major reason behind the rise in crime rate in the country."
"...statistics show that the crime rate went up after the incidents which occurred after the 2009 presidential election." 
Foreign forces? Primarily The Superpower.
2009 incidents? Attempted overthrow of the 1979 revolution.
