I agree with the gist of that statement, but worry about misuse of any so called 'nonlethal' weapon. We have had far too many people sprayed with pepper spray directly in the eyes, far too many tasered, far too many hit by 'bean bags' or 'wooden bullets' or 'rubber bullets'.
In the wrong hands, 'nonlethal force' IS lethal or at least very damaging often to innocent people.
To this government, the 'enemy' are people in the Peace Movement, environmentalists, anyone who is not in lock step with those at the top.
And the people at the top now seem to love to spread as much pain as possible.
So I worry about how these things will be used.
