The parents should be finding out what's going on. This is very poor administrative decision-making. If those students aren't being supervised by a member of school personnel because a sub can't be found, even if it's the janitor, the school is in deep doodoo if trouble starts and/or someone gets hurt. They'll be looking for money to pay off a lawsuit instead of whining about no money for subs.
In my school if a sub couldn't be found or one couldn't get to the school for awhile, the principal or the asst. principal took the class. Even the secretary sometimes took over, OR the students were divided up and sent to other classrooms. There are counselors and resource teachers who don't have regular classrooms who could be called upon, too. High school teachers have planning times, and those teachers could be used to supervise.
At no time should students of any age be unsupervised in any school, for any reason, especially in an unheated gym in February, even in Florida.
