14 Percent of U.S. Adults Can't Read

Statistics released by the U.S. Education Department this week show that some 32 million U.S. adults lack basic prose literacy skill. That means they can't read a newspaper or the instruction on a bottle of pills.

The figures are for 2003, the latest year available. State and county results are available here.

"The crisis of adult literacy is getting worse, and investment in education and support programs is critical," said David C. Harvey, president and CEO of ProLiteracy, in response to the finding.

Reagan's economic target was to drown government in a cocktail of lowered government spending, deregulation and reduced tax rates. However, in order to shrink government to bathtub size, the role of private business had to expand to fill basic needs, which was totally fine with Republicans.

But another consequence of Reaganomics, one that doesn't jive so much with traditional Republican values, is the reduction of states' powers. Local governments are beginning to see the real meaning of trickle-down economics: dwindling federal funds make it harder for states and cities to meet annual budget requirements.

The Maryland State Police surveillance of advocacy groups was far more extensive than previously acknowledged, with records showing that troopers monitored -- and labeled as terrorists -- activists devoted to such wide-ranging causes as promoting human rights and establishing bike lanes.

Brady Campaign Sues Interior Department Over Rule Allowing Concealed Guns in Parks, Will Seek Court Injunction

The Brady Campaign to Prevent Gun Violence today filed suit in federal court asking that the court strike down a last-minute Bush Administration rule change allowing concealed, loaded firearms in national parks and wildlife refuges.

The suit was filed in the U.S. District Court for the District of Columbia, and seeks an injunction to block the rule, which is scheduled to go into effect on January 9, 2009.

"The Bush Administration's last-minute gift to the gun lobby, allowing concealed semiautomatic weapons in national parks, jeopardizes the safety of park visitors in violation of federal law," said Brady Campaign President Paul Helmke. "We should not be making it easier for dangerous people to carry concealed firearms in our parks."

Cash-strapped states weigh selling roads, parks

GOP lawmakers are pushing to privatize the Minneapolis-St. Paul International Airport and the state lottery. Both steps require a higher authority — federal legislation in the case of the airport, a voter-approved constitutional amendment for the lottery. But one lawmaker estimated an airport deal could bring in at least $2.5 billion, and the lottery $500 million.

US police could get 'pain beam' weapons

The research arm of the US Department of Justice is working on two portable non-lethal weapons that inflict pain from a distance using beams of laser light or microwaves, with the intention of putting them into the hands of police to subdue suspects.

The two devices under development by the civilian National Institute of Justice both build on knowledge gained from the Pentagon's controversial Active Denial System (ADS) - first demonstrated in public last year, which uses a 2-metre beam of short microwaves to heat up the outer layer of a person's skin and cause pain.
