Japan's Meteorological Agency says it considers Saturday's earthquake off the east coast to be an aftershock of the deadly 9.0-magnitude earthquake that struck the same area almost 10 years ago.

US-Russian arms control talks have sunk into confusion after the top American negotiator claimed there was “an agreement in principle” between Donald Trump and Vladimir Putin, a claim Moscow quickly rejected as a “delusion”.

Marshall Billingslea, the US special envoy for arms control, said he had flown to Helsinki on Monday to meet the Russian deputy foreign minister, Sergei Ryabkov, on the understanding that there could be an imminent breakthrough in discussions on whether to extend the 2010 New Start treaty, which limits the number of deployed strategic warheads on either side, and which expires in February.

“We believe that there is an agreement in principle at the highest levels of our two governments. That’s why I cut short my trip to Asia and made a beeline for Helsinki when the Russians called and wanted to sit down,” Billingslea told a Washington thinktank, in an apparent suggestion that there had been an informal verbal agreement between Trump and Putin.

Kremlin critic Alexei Navalny has been removed from a medically induced coma and is responding to speech, Berlin’s Charite hospital said on Monday.

The hospital, which has been treating Navalny since he was airlifted to Germany after falling ill on a Russian domestic flight last month, said his condition has improved and he is being weaned off mechanical ventilation.

“It remains too early to gauge the potential long-term effects of his severe poisoning,” Charite said in a statement.

Alexander Lukashenko, the leader of Belarus, said on Monday he would be ready to hold new elections and hand over power after a constitutional referendum, an attempt to pacify mass protests and strikes that pose the biggest challenge yet to his rule.

He made the offer, which he insisted would not be delivered on while he was under pressure from protesters, after exiled opposition politician Sviatlana Tsikhanouskaya said she was willing to lead the country.

In a sign of his growing vulnerability, Lukashenko faced heckling and chants of “step down” during a speech to workers at one of the large state-run factories that are the pride of his Soviet-style economic model and core support base.
