The Obama administration has ordered significant cutbacks in initial plans for a robust U.S. civilian presence in Afghanistan after U.S. combat troops withdraw two years from now, according to U.S. officials.

Learning from Iraq, where postwar ambitions proved unsustainable, the White House and top State Department officials are confronting whether the United States needs — and can protect — a large diplomatic compound in Kabul, four consulates around the country and other civilian outposts to oversee aid projects and monitor Afghanistan’s political pulse.

Making rare comments outside the courtroom, Coombs addressed an audience of Bradley Manning supporters in a Unitarian church in Washington on Monday night and lashed out at the military hierarchy for allowing the intelligence analyst to be subjected to nine months of harsh suicide prevention regime against the advice of doctors. "Brad's treatment at Quantico will forever be etched into our nation's history as a disgraceful moment in time," he said.

For years, the controversy over natural gas drilling has focused on the water and air quality problems linked to hydraulic fracturing, the process where chemicals are blasted deep underground to release tightly bound natural gas deposits.

But a new study reports that a set of chemicals called non-methane hydrocarbons, or NMHCs, is found in the air near drilling sites even when fracking isn't in progress.

Led by Republican opposition, the Senate on Tuesday rejected a United Nations treaty on the rights of the disabled that is modeled after the landmark Americans with Disabilities Act.

With 38 Republicans casting "no" votes, the 61-38 vote fell five short of the two-thirds majority needed to ratify a treaty. The vote took place in an unusually solemn atmosphere, with senators sitting at their desks rather than milling around the podium. Former Senate Majority Leader Bob Dole, looking frail and in a wheelchair, was in the chamber to support the treaty.

Proliferating pipelines “are a significant source of waterway degradation,” fifty-two groups from throughout the four-state Delaware River Basin (New York, New Jersey, Pennsylvania and Delaware) point out in a letter urging the Delaware River Basin Commission (DRBC) to exercise jurisdiction over pipelines being constructed and proposed within the watershed.

The groups, including Protecting Our Waters, assert that the DRBC’s Rules of Practice and Procedure, as well as the Delaware River Basin Compact itself, mean that pipelines should be subject to DRBC jurisdiction, docketing, and oversight.
